국문초록

대부분의 선진국가들은 인구 감소 및 고령화가 큰 사회문제로 나타나고 있다. 우리나라 역시 예외는 아니다. 출산률의 감소로 인하여 인구는 계속 줄어들고 있고 이러한 인구의 감소는 지역경제를 쇠퇴화 시키고 지역경제의 쇠퇴는 지역주민의 대도시로의 이동을 가속화 시킨다. 이러한 이유들이 복합적으로 작용하여 지방중소도시 및 농어촌지역은 빈집의 증가가 가속화 되고 있다. 빈집이란 사람이 살지 않는 집을 말한다. 즉 사람이 살지 않는 비어있는 집을 의미하는 것으로 본다. 빈집은 그 자체로서도 큰 문제이지만, 빈집 주변의 우범화 및 쓰레기 투기, 화재 및 붕괴의 위험 등의 문제도 같이 동반되어진다. 이러한 문제를 해결하고자 『빈집 및 소규모주택 정비에 관한 특례법』(이하 ‘소규모주택 정비법’) 2017년 2월에 제정되어 2018년 2월에 시행되었으며, ‘농어촌정비법’ 역시 빈집에 대한 내용이 규정되어 있다. 해당 법률이 일원화 되지 못하였을 뿐만 아니라, 소관 부처 역시 어촌지역은 해양수산부, 농촌지역은 농림축산식품부, 도시지역은 국토교통부에서 각각 나뉘어져 있다. 이하에서는 이러한 상황에서의 문제점을 검토하고 개선방안에 대하여 제시하고자 한다.

Abstract

In most developed countries, population decline and aging are a major social problem. Korea is no exception. The population continues to decrease due to the decrease in the fertility rate, and this decrease in the population causes the local economy to decline, and the decline of the local economy accelerates the movement of local residents to large cities. Due to a combination of these reasons, the number of vacant houses is accelerating in small and medium-sized cities and rural areas. An empty house is a house where no one lives. In other words, it refers to an empty house where no one lives. An empty house is a big problem in and of itself, but it is accompanied by problems such as the risk of a fire and collapse, as well as the risk of a felony and garbage dumping around the empty house. To solve these problems, the 『Act on Special Cases concerning the Maintenance of Vacant Houses and Small Houses』 (hereinafter referred to as the 'Small House Maintenance Act') was enacted in February 2017 and enforced in February 2018. there is. Not only was the law not unified, but also the competent ministries were divided into the Ministry of Oceans and Fisheries for fishing villages, the Ministry of Agriculture, Food and Rural Affairs for rural areas, and the Ministry of Land, Infrastructure and Transport for urban areas. In the following, we will review the problems in this situation and suggest improvement measures.
